The Justice Department went to federal appeals court to oppose a court-ordered busing plan that integrated the Norfolk, Va., public school system 14 years ago. The government went to court on behalf of the Norfolk School Board, which wants to establish 35 neighborhood elementary schools and end 14 years of cross-town busing.
