Reagan Promotes General

WASHINGTON —
President Reagan today named Lt. Gen. John Galvin as head of the U.S. Southern Command in Panama, replacing Gen. Paul Gorman, the outspoken architect of major U.S. military exercises that kept American forces in Honduras for a year.
Gorman plans to resign April 30 despite appeals from Reagan, the Pentagon said. In nominating Galvin, Reagan also directed that he be promoted to four-star general. Galvin currently commands the Army’s VII Corps in West Germany.
