A brief summary of recent events in the state capital. Governor Will hold a Capitol news conference at 10 a.m. Tuesday. Assembly Hearings: Legislative pay raises: AB 120 by Assemblyman Louis J. Papan (D-Millbrae) to increase legislative salaries from $33,732 to $37,105 is scheduled to be heard Monday by the Assembly Rules Committee. The pay hike would not go into effect until December of 1986. Bills Introduced: Liability: AB 200 by Assemblyman Alister McAlister (D-Fremont) would provide that a property owner not be held liable to criminals for any injury sustained in connection with specified felonies.

Lost children: AB 220 by Assemblyman Gary A. Condit (D-Ceres) would provide for voluntary fingerprinting of kindergartners to help parents find lost or stolen children.

Welfare: AB 221 by Assemblyman Ernest Konnyu (R-Saratoga) would express legislative intent that recipients of Aid to Families With Dependent Children (AFDC) also shall be required to look for work.

Water: AB 223 by Assemblyman Steve Peace (D-Chula Vista) would bar water companies from denying service to new tenants because previous tenants failed to pay their bills.

Boxing: AB 240 by Assemblyman Art Agnos (D-San Francisco) would require all professional boxers to be examined by a doctor specializing in neurology before fighting in California. Senate Pay raises: The Senate Rules Committee approved a 10% pay raise for most Senate employees at a cost of about $1 million. It was the first raise for Senate employees in two years. Bills Introduced: Election: SCA 6 by Sen. Leroy Greene (D-Sacramento) would require that the governor and lieutenant governor run as a ticket starting with the 1990 general election, thus avoiding situations such as now exist where the two officeholders are of different parties.

Diesel: SB 152 by Sen. Robert Presley (D-Riverside) would require diesel trucks and automobiles to pass exhaust smoke tests for registration purposes. Miscellany Pass the butter, please. Each member of the Legislature received a slip of paper redeemable for a free pound of butter from Herman Grabow, former longtime State Grange lobbyist, who was celebrating his 87th birthday.

Metzger--Bobbie Metzger has resigned as press secretary to Assembly Speaker Willie Brown (D-San Francisco) to join the San Diego public relations and public affairs firm of Stoorza, Ziegaus & Metzger. A former press aide to ex-Gov. Edmund G. Brown Jr., Metzger will be based in Sacramento.
