Anne Saller has been named president and chief operating officer of Residential Escrow Corp. Saller has been actively involved in the building industry since 1968, and for the past two years has served as executive vice president of the Santa Ana-based firm.

Gerhard E. Kammer has been named director of design for the Luckman Partnership Inc., Los Angeles. Kammer joined the firm in 1982 as senior project designer and was previously associated with Skidmore, Owings & Merrill.

Tim Psomas, president of Psomas & Associates, Santa Monica, was named president-elect of Professional Services Management Assn. at the group’s annual convention in Boston. He will follow George Theodore of Minnesota as PSMA president next year.

Brent Saville has joined Swimmer Cole Martinez Curtis, Marina del Rey, as vice president/director of design. Most recently he was director of interior design services for Welton Becket Associates.

Bernie Peltzie has joined Epcor, a Los Angeles-based real estate development, investment and management firm, as chief financial officer. For four years he had been chief financial officer of North American Health Care, Montebello.

April Scrobiza of Watt Industries of San Diego has been elected to the board of governors of the Sales & Marketing Council of the Building Industry Assn. of San Diego.

Craig Peeples has been awarded the MAI designation by the American Institute of Real Estate Appraisers and concurrently announced the formation of his own real estate valuation-and-services company in Malibu.

Schuyler (Skip) Jackson, who has been with Coast Construction Co., Brea, for a year, has been named project manager of the firm’s Murphy Hill hillside condominium development in Whittier.

Manuel E. Perez, a Long Beach architect and land planner affiliated with Urbanart, has been appointed to the newly formed Rail Construction Committee that will supervise all construction decisions for the Long Beach-Los Angeles Rail Transit Project.

Lorie Blanton, president of Blanton/Gourley Inc., an Irvine apartment marketing and management consulting firm, has won second place in the national Property Management Forms contest sponsored annually by the Institute of Real Estate Management.

Marc Scott has been named senior vice president and partner of Koss Financial Corp., a West Los Angeles real estate financing firm.

Al Beaudette, senior sales consultant in the Newport Beach office of Coldwell Banker Commercial Real Estate Services, is the first recipient of the memorial award named after Kenneth A. Brown, an assistant vice president who died about a year ago. . . . Gregory R. Morrell, resident manager of the company’s San Gabriel Valley office, has been named a vice president. . . . Nicholas L. Castner has been named sales manager of the company’s Beverly Hills office.

Carol Anne Frey has been named escrow manager of the same firm, to be headquartered in Brentwood; she had been an escrow officer.

George C. Caruso has joined American Diversified Capital Corp., Costa Mesa, as director of training and development; he had been senior vice president and chief operating officer of Shelter Management Co. . . . Philip W. Thrane has been named vice president of architecture for American Diversified. He is a licensed architect who most recently was president of Marshall Erdman & Associates, Madison, Wis.

Cheri Carpenter has been named regional vice president of Colwell Financial Corp., to be based in Denver. Before joining Colwell, she was executive vice president of Saxon Financial Corp.

Bernard Krasik, president of Allwest Development Corp., received a plaque from the city of Baldwin Park in recognition of his firm’s achievements in revitalizing the community’s central area with the new Villas del Paseo project on the site of the former Southern Pacific Red Car Line alongside Ramona Boulevard.

Richard A. Feuerstein has been selected to head the hotel/motel division of Stephen Daniels Commercial Brokerage Inc. at 9333 Baseline Road, Suite 100, Rancho Cucamonga. The firm recently became an affiliate of Consolidated Hotel/Motel Brokers Inc., Houston.

The board of governors of the International Society of Real Estate Appraisers has awarded the Senior Real Property Appraiser designation to the following: Ronald Fox, an independent fee appraiser and member of the society’s Orange County chapter; Gary Clendenin, Clendenin & Associates, Fountain Valley; Guy M. Sipos, chief appraiser, Downey Savings & Loan, Costa Mesa; Gerald D. Peyton, Property Analysis Corp., Orange.

Richard G. Sleight, who first joined the Ticor organization in 1941, was promoted from president and chief executive officer of Ticor Realty Tax Services, to chairman of the board. James C. Pratt was moved up to president and chief executive officer, and Richard C. White replaced him as executive vice president. Robert E. Phinney has been named vice president, title operations manager, for Ticor Title Insurance, Rosemead.

Paul C. Matthew has been appointed administrative vice president of Emmet L. Wemple & Associates, Costa Mesa-based landscape architect. William G. Millsap of the Los Angeles office and B. (Gene) Miller of the Costa Mesa office will represent the firm in design and development; Ellen Shaheen has been assigned the title of controller.

Jack L. Gitchell has joined the Irvine office of Lee & Associates. He previously supervised the Jack Gitchell Real Estate office in Oregon.

The Hammond Co., Newport Beach, has established a divisional setup with a Southern California division under Frank Bassett and a Northern California division headed by Kevin Gaughan. Both men will continue to manage their own offices: Bassett in Tustin and Gaughan in Danville.

George Hamilton Jones was presented the Meritorious Service Award by the Southwest region of the American Institute of Real Estate Appraisers during the organization’s regional conference in Sacramento. He heads his own appraisal firm in Newport Beach.

Herb Bernstein, a veteran architect with corporate design and construction experience, has joined Dunphy Construction Co. as project manager.
