Governor Presented a proclamation honoring the memory of slain civil rights leader Dr. Martin Luther King Jr. to representatives of four civil rights organizations. Announced that astronaut Sally K. Ride will represent him at President Reagan’s second-term inaugural on Monday. Assembly Bills Introduced: Lottery: AB 259 by Assemblyman Bill Bradley (R-San Marcos) would extend the deadline for starting state lottery ticket sales from March 21, as specified in voter-approved Proposition 37, to Jan. 1, 1986. Tax refunds: AB 271 by Assemblyman Robert W. Naylor (R-Menlo Park) would revise the state tax structure to return excess state revenues to the taxpayers. Tax rebates: AB 226 by Assemblyman Gary A. Condit (D-Ceres) would establish a taxpayer’s rebate account into which state surplus funds over a prudent budget reserve would be deposited for return to taxpayers. Minimum wage: AB 293 by Assemblyman Richard E. Floyd (D-Hawthorne) would increase the minimum hourly wage from $3.35 to $4. Pregnancy: AB 274 by Assemblywoman Maxine Waters (D-Los Angeles) would require employers to permit up to four months of leave for employees disabled by pregnancy or childbirth. Weapons: AB 261 by Bradley would make the carrying of a concealed firearm without a permit a felony instead of a misdemeanor. Senate Hearings: Parnell: The Senate Rules Committee, by a 3-0 vote, recommended confirmation of Jack C. Parnell as state director of fish and game. Bills Introduced: Lottery: SB 160 by Sen. Joseph B. Montoya (D-Whittier) would require the state lottery commission to use a drawing--a lottery--to make the final selection of lottery ticket sellers. Miscellany: Brown picture postcard: The hottest-selling postcard in the state Capitol gift shop depicts the official portrait of former Gov. Edmund G. Brown Jr., according to the manager, Lori Zecca. It is an expressionistic painting by Los Angeles artist Don Bachardy. Zecca sells about 100 Brown postcards to tourists each day at 25 cents each. Gift shop proceeds go to the developmentally disabled. Bill limit: ACR 1 by Assemblyman Stan Statham (R-Oak Run) would limit the number of bills that legislators could introduce. Assembly members would be limited to 40 bills and senators to 65 per two-year session, except for emergencies. In a flyer sent to his colleagues to drum up voting support, Statham told them: “Please help me save us from ourselves.” Similar legislation has been introduced in the Senate by Sen. Gary K. Hart (D-Santa Barbara). Schweickart: Former astronaut Russell (Rusty) Schweickart is leaving the state Energy Resources Conservation and Development Commission. An appointee of former Gov. Brown, his term expired earlier this month.
