Governor Appointed Lisa Rawlins of Sacramento as director of the California Film Office, a job that pays $38,000 yearly. Rawlins was deputy press secretary for Deukmejian’s 1982 gubernatorial campaign. Announced he will hold a general news conference at 10:30 a.m. Tuesday in his Los Angeles office. Will inspect construction of the Los Angeles area Century Freeway project on Wednesday. Assembly Bills Introduced: Kidnaping: AB 282 by Assemblyman Wayne Grisham (R-Norwalk) would increase the sentence for a person who abducts a child under 14 with the intention of committing a sexual offense. Senate Bills Introduced: Parole: SCA 9 by Sen. Daniel E. Boatwright (D-Concord) would give the governor the constitutional authority to halt the parole of convicted murderers. Budget: SCA 11 by Sen. Joseph B. Montoya (D-Whittier) would require the Legislature to adopt a state budget by May 1 instead of June 15 of each year. Miscellany Lee: Lim P. Lee of San Francisco was appointed to the Fair Political Practices Commission by Secretary of State March Fong Eu. Lee, a former San Francisco postmaster, replaces Mickey Ziffren, whose term expires Jan. 31. The FPPC is the state watchdog agency on campaign finance and conflict-of-interest reports. Zierold: The Senate honored recently retired Sierra Club lobbyist John Zierold for 18 years of fighting to protect the environment. In a rare action, Zierold was saluted with a resolution and invited to speak from the Senate podium. Senate President Pro Tem David A. Roberti (D-Los Angeles) told Zierold his long tenure at the Sierra Club “probably changed our state and our world to a greater extent than most of us who serve in the Legislature.”
