Interior Secretary William P. Clark on Tuesday established a private foundation to seek donations for the Fish and Wildlife Service.

The organization, patterned after one already cooperating with the National Park Service, will channel private efforts to help and expand the 444 wildlife refuges operated by the service. It will be called the National Fish and Wildlife Foundation.

A 1984 law permits the Interior Department to provide staff and facilities to the foundation for five years, after which the department hopes it will be self-supporting.
