Nielsen Construction Co. of San Diego was selected by the Escondido City Council Wednesday to serve as construction manager for the city’s new $8-million City Hall. Nielsen will not perform any of the construction work but will serve as general contractor on behalf of the city in preparing and checking bids from subcontractors and recommending to city officials which firms should be used in building the new facility. Nielsen was the only firm, among eight applicants for the job, based in San Diego County. It will be paid $454,000, said Gene Ervin, deputy city manager and the project manager. The new City Hall, to be built on the northwest corner of Broadway and Valley Parkway, was designed by Pacific Associates Planners Architects of San Diego, which last year won a design competition for the job. Construction is expected to begin in October, Ervin said.
