Records at Union Carbide’s plant in Institute, W. Va., show that there were 28 leaks during the last five years of the same insecticide that killed 2,500 persons in Bhopal, India, the Environmental Protection Agency said. The agency added that it has not yet determined whether the leaks of methyl isocyanate were contained within the plant or whether any of the chemical reached the outside environment. An investigation is continuing, the EPA said. “The spills that were detected, while of course a terrible concern, were not the same types of leaks (as the one at Bhopal),” EPA spokesman Dave Cohen said. “Yet, 28 leaks of that stuff, however minor, are unsettling.”
