Gov. George Deukmejian appointed Virgil R. Moslander, 54, chief of the California State Police, whose officers provide protection for state officials and security at state buildings. Moslander succeeds John J. Norton, who quit the $58,000-a-year post. Moslander, a Democrat, joined the State Police in 1965 and was chief of staff before his appointment.
