Patrick J. Scott has been promoted to senior vice president and regional sales manager of Coldwell Banker Residential Real Estate Southern California. Scott joined the firm in 1973. and from 1981 until his promotion he has served as vice president of training for Southern California.

Virginia Cox, a former food and beverage auditor for the Santa Barbara Biltmore, has been appointed to the newly created position of vice president of property administration at Martin V. Smith & Associates of Oxnard.

Jeffrey D. Phair has been appointed vice president of commercial and industrial development for Eastlake, one of the largest master-planned communities currently being developed in San Diego County by Eastlake Development Co. He will have overall responsibility for planning, implementing and marketing the property.

Kathe Rodgers, a 15-year veteran at Overton, Moore & Associates of Carson, has been named vice president of property management, including the new El Segundo Research Center near Los Angeles International Airport.

Vance Otis, 1984 president of the Los Angeles Board of Realtors, has been appointed trustee to the California Assn. of Realtors Scholarship Foundation.

Three members of the Pasadena Board of Realtors were honored at the organization's recent inaugural dinner. They are Lois Jeane Moulton of Moulton Co. Realtors and past president of the board, who received the Realtor-Broker of the Year award; Joan Bothast of Coldwell Banker was chosen Realtor-Salesperson of the Year and Ruth Stone, owner of Lockwood Escrow, was selected Affiliate of the Year.

Warren J. Eljenjohn was elected president and chief operating officer of SAFECO Title Insurance Co., succeeding William H. Little who was elected chairman and chief executive officer.

Robert I. Schwartz, formerly a senior contracts administrator with Daniel Mann Johnson & Mendenhall, has been named executive vice president of the commercial development division of Gross Enterprises, Encino.
