Governor Leaves Saturday to attend the winter meeting of the National Governors’ Assn. in Washington.

Signed into law a bill (AB 74) specifying that marriages may be conducted by federal judges and validating past marriages performed by those jurists. The new law, sponsored by Assemblyman Phillip Isenberg (D-Sacramento), is effective immediately.

Issued a proclamation establishing 1985 as the International Year of the Youth in California.

Assembly Bills Introduced:

Telephone Sales: AB 776 by Assemblyman Robert C. Frazee (R-Carlsbad) would require most persons who solicit business over the telephone to register with the state Department of Justice.

Crime: AB 773 by Assemblyman Bill Leonard (R-Redlands) would add two years to prison sentences for criminals who inflict bodily injury on elderly or handicapped persons.

Constituent Services Fund: AB 833 by Assemblyman Tom Bane (D-Tarzana) would authorize state legislators to set up constituent services funds to accept public donations to help them better represent district voters.

Senate Bills Introduced: Death Penalty: SB 461 by Sen. Bill Lockyer (D-Hayward) would require death penalty legislation either to be passed by a two-thirds legislative vote, instead of a majority vote, or be ratified by the electorate.

Hazardous Waste: SB 470-71 by Sen. David A. Roberti (D-Los Angeles) would direct the state to promote methods other than landfill dumps for disposal of hazardous waste and grant tax credits to producers of hazardous waste who purchase equipment to either reduce or recycle it.

Child Pornography: SB 498 by Sen. Newton R. Russell (R-Glendale) would change the legal age definition of children involved in sexual exploitation from 14 to 18.

Hollywood Museum: SB 485 by Roberti would create a Hollywood Entertainment Museum Authority to plan a privately funded facility to depict the history of the motion picture, television, radio and recording industries.

Miscellany Capitol Press Outnumbers Legislators: Almost 200 representatives of various news organizations have been accredited to cover the 120 members of the Assembly and Senate at the 1985-86 legislative session, according to the Capitol Correspondents Assn.

Moretti Memorial Golf Tournament: Friends of the late Democratic Assembly Speaker Bob Moretti, a University of Notre Dame graduate, are putting together a May 1 golf tournament at Rancho Murieta Country Club near the Capitol to raise money to set up a perpetual fund for scholarships for Notre Dame students. Legislators and lobbyists will pay $150 for a round of golf, a steak dinner and a chance to tell old Moretti stories.
