Democratic National Chairman Paul G. Kirk Jr. announced Monday that he is reducing the party’s 80-member headquarters staff to about 50 employees as part of his effort to build a “lean political strike force.”

Kirk also announced the appointment of Wall Street investment executive Harry A. Jacobs Jr. and Washington lawyer C. Victor Raiser II as chairmen of party fund-raising organizations.
