The San Diego Unified Port District on Tuesday rescinded approval of its action granting developer Doug Manchester a separate lease for construction of the second Hotel Inter-Continental Tower adjacent to the convention center site at Navy Field. The action was described as “no more than housekeeping” by attorneys representing Manchester and the port, because the financing for the second tower had not been secured before the Feb. 20 deadline. Commissioners said the separate lease for the second tower would again be granted after financing is secured. In early January, Manchester said that only minor snags had to be ironed out in the financing for the second hotel tower. Numerous delays have resulted, however, and Christopher Neils, Manchester’s attorney, said he “could not even predict when the parties might be able to come up with an agreement.” Neils added that he was confident that a deal eventually would be struck.
