Governor Reappointed attorney Borgny Baird of Long Beach to the board of governors of the California Community Colleges.

Assembly Bills Introduced:

Earthquake Bond Issue: AB 939 by Assemblyman Richard Alatorre (D-Los Angeles) would authorize a standby $500-million bond issue for repair and restoration of public buildings damaged or destroyed by earthquake or other natural disaster.

Kosher: AB 887 by Assemblyman Tom Hayden (D-Santa Monica) would transfer enforcement of a state law prohibiting false representation that food is kosher from the Department of Health Services to the Department of Food and Agriculture.

Electioneering: AB 948 by Assemblyman Louis J. Papan (D-Millbrae) would prohibit electioneering or soliciting a vote within 300 feet instead of 100 feet of a polling place.

Senate Bills Introduced: New Los Angeles Municipal Judges: SB 574 by Sen. Ed Davis (R-Valencia) would authorize 14 additional judgeships for the Los Angeles Municipal Court District.

Youth Employment: SB 515 by Sen. Nicholas C. Petris (D-Oakland) would establish a state-administered program aimed at helping unemployed youths obtain jobs in business by providing matching funds for salaries.

Airport Noise Lawsuits: SB 556 by Sen. Robert Presley (D-Riverside) would make it easier for homeowners to file lawsuits for airport noise damage.

Fresh vs. Frozen: SB 567 by Sen. Leroy Greene (D-Carmichael) would prohibit markets from advertising as fresh frozen any meat, poultry or fish that previously has been frozen.

Miscellany Apartheid: The Legislative Black Caucus, headed by Sen. Diane Watson (D-Los Angeles), held a press conference to build support for a package of eight bills and resolutions relating to the apartheid issue in South Africa. Key measures would prohibit state funds from being invested in banks and corporations that do business with that country, call for free elections and welcome refugees to the United States.

Acid Rain: The state Air Resources Board has approved spending $1.2 million for ongoing acid rain research, including three projects worth $718,000 to the University of California, Irvine. The projects are designed to determine acid rain’s effect on people suffering from such chronic respiratory diseases as asthma.
