The Senate, after scrapping its own highway bill, Tuesday approved a House measure that would free $7.2 billion in federal highway construction funds to the states.

The bill, passed by voice vote, was sent to President Reagan. The House passed the legislation on a 392-4 vote last week.

Senate acceptance of the House version ended a stalemate that had tied up highway funds for two years. In 1983 and 1984, legislation to release the money to the states failed to win final passage when the Senate refused to go along with the addition of about 60 pet projects of House members. The House removed the controversial projects from the measure this year.
