The campaign committee of former U.S. Sen. Charles Percy has filed a lawsuit in Washington to force the federal Elections Commission to reopen its investigation of Michael Goland, a San Fernando Valley businessman who waged an unprecedented $1.1-million media campaign to defeat Percy’s reelection bid in Illinois last November. The lawsuit charges that the commission failed to adequately investigate Percy’s complaint that Goland violated federal campaign spending laws.
