House Majority Leader Jim Wright (D-Tex.) said he will head a small delegation of congressional observers at next week's opening of the U.S.-Soviet arms talks in Geneva--ending a bitter quarrel with the White House. Wright said he agreed to lead a six- to eight-member House delegation after receiving two conciliatory telephone calls from President Reagan.
