James R. Culbert, 43, has been named president and chief executive of Mr. Build International, a Santa Ana company that franchises property-maintenance and contracting services. He succeeds Art Bartlett, 51, who co-founded the company with Culbert in 1981. Bartlett will continue as chairman.

Culbert’s association with Bartlett dates back to 1974, when he began as a salesman for the Century 21 real estate franchise company, which Bartlett founded in 1972.

Since its founding four years ago, Mr. Build has grown to about 550 franchises.

Roger D. Schaufele, a Santa Ana resident and vice president of engineering at Douglas Aircraft Co. in Long Beach, has been named Engineer of the Year by the Orange County Engineering Council. Schaufele was cited for his leadership, both at Douglas and within the industry, in contributing to the progress made in air transport technology.

Valencia Bank announced the promotion of Cheryl McConnell to vice president of its Anaheim office. The bank also announced that Huy Nguyen has joined the lender as vice president and manager of its Placentia office. The Santa Ana bank is a wholly owned subsidiary of Valencia Bancorp.

Richard D. Rollnick has been appointed senior vice president-investments of the Lee Sammis Co. in Irvine. Rollnick will be responsible for the acquisition of investment properties at the privately held real estate development and investment organization.

John Rowen, manager of maintenance and operations for the Irvine Co., has been elected president of the Southern California Energy Coalition, an Orange County energy conservation network.

The coalition is conducting energy management studies with the California Energy Commission, the state Public Utilities Commission and Pacific Gas & Electric Co., and serves as a planning consultant to utilities throughout the nation.

Rowen has been associated with the coalition since 1980 and most recently served as its vice president.

Bank of America announced the appointments of three vice presidents: Bradford C. Hoover has been appointed head of business banking at the Newport Center branch. He had been an assistant vice president and head of the commercial loan department at that branch.

Betty T. Roberts has been appointed manager of the Anaheim Hills branch. Roberts had been assistant vice president and personal financial services officer at the Santa Ana main office.

Kay M. Smith has been appointed corporate banking officer in the Santa Ana Corporate Banking Group. She had been an assistant vice president in that group.

Pioneer Bank of Fullerton announced the promotions of two of its executives: Robert M. Correia has been named executive vice president-regional offices, and Gerald M. Baden is the new executive vice president-real estate loans.

Edward L. Marinaro has been named senior vice president of Western Digital Corp., Irvine. His responsibilities will include directing all operational activities, including design and applications engineering and board manufacturing.

Richard L. Brethour has been named vice president/general manager of the Surgical Products Division of Shiley Inc., an Irvine medical products manufacturer. Shiley is a subsidiary of Pfizer Inc.’s Hospital Products Group.

Blaine Laney has been named vice president/commercial loan officer at Landmark Bank’s La Habra office. He will act as senior loan officer, supervising all branch lending, including long- and short-term loans, lines of credit, commercial real estate loans, equipment financing and loans for working capital.

Michael A. Gray has been named vice president and general manager of the Anaheim-based Microdot Inserts subsidiary of Microdot Inc. Previously he was financial manager for the parent company’s Aerospace Fastening Systems Group, headquartered in Fullerton. Gray replaces Jack M. Kantola, who has been named managing director of Kaynar (U.K.) Ltd., an Aerospace Fastening Systems Group division in Colnbrook, Great Britain.

Ken Boxley has been elected to the board of Codercard Inc. of Irvine, a manufacturer of computer security systems. The company’s Codercard system utilizes a proprietary technique for generating billions of possible numerical passwords as part of a complicated access-control procedure.

Scott K. Anderson Jr. has been appointed senior vice president, chief financial officer and chief operating officer of Plaza Communications Inc. of Newport Beach. Anderson has served on Plaza’s board and as a consultant to the company since 1983.

Plaza Communications is a financial publishing firm that produces the magazines “Registered Representative” for stockbrokers and “Personal Investor.”

Daniel M. Ginsberg has been appointed president and chief operating officer of Reiser Williams deYong/Cunningham & Walsh Inc. of Irvine. Ginsberg, 32, has been with the 10-year-old advertising agency since 1982, as vice president and general manager of its Southern California office. Before joining Reiser, Ginsberg served as marketing director for a Boston-based computer firm.

Ronald D. Blackwood has been named chief financial officer and vice president of finance and administration at Rosscomp Corp., a Costa Mesa computer equipment maker.

Blackwood, whose appointment was announced by company president Rod Hosilyk, joined Rosscomp after four years with ABC Metals Supply Inc. in Santa Ana, where he served most recently as vice president of finance and administration.

Kent East has been promoted to national distributor sales manager for ELCO Corp., a electronics maker with national sales headquarters in Newport Beach. East, who will move to ELCO’s manufacturing division in Huntingdon, Pa., replaces Ernie Soares, who was named national sales manager. The promotions were announced by Charles Shrader, ELCO’s vice president of marketing and sales.
