Three Named to Water Board by Deukmejian

Gov. George Deukmejian appointed three Republicans on Monday to the nine-member San Diego Regional Water Quality Control Board.

The board oversees all items that pertain to water quality and discharge in the southern water basin, which extends from the Mexican border to Laguna Beach.

The three appointees are Charles E. Badger, 54, of Cardiff, representing agriculture, Penny Allen of Chula Vista, who will serve as a public representative, and Terrance D. Thielen, 52, for industrial water use.

Badger, the president-manager of R.E. Badger and Son Inc., said his involvement in the area of citrus growth management will benefit agriculture in San Diego.

Allen, who is currently an actress and an agent, said she is not sure she will accept the position and declined further comment Monday.

Thielen works as an environmental engineer with the Naval Ocean System Laboratory in San Diego and has been living in Mission Beach since 1967.

Although all three appointees are Republican, Ladin Delaney, current executive officer and 22-year veteran of the board, said he doubts it will have an effect on the board’s actions.

“We have strict guidelines from the EPA and the state,” he said, stressing the detailed regulations the board is required to follow, “and water issues really don’t respect any political boundaries.”

One of the major issues the three new appointees will have to address is the reclamation, or reuse, of water from sources such as sewage and industry.
