Governor Appointed former Los Angeles Dist. Atty. Robert H. Philibosian of Tarzana to the state Board of Corrections, which oversees operation of local correctional facilities. A Republican, Philibosian replaces Theodore Flier of Encino, whose term expired. The job requires Senate confirmation.

Assembly Bills Introduced:

Gang Violence: AB 1990 by Assemblywoman Teresa P. Hughes (D-Los Angeles) would appropriate $1 million to deal with gang violence in the Los Angeles city schools.

Housing Discrimination: AB 1983, also by Hughes, would prohibit discrimination in the sale or rental of housing because the buyer or tenant is a student.

Sexually Explicit Material Tax: AB 2122 by Assemblyman Jean M. Moorhead (D-Citrus Heights) would impose a 5% tax on the sale or rental of sexually explicit materials, with proceeds going to a fund for victims of sexual abuse.

Legislative Ethics: AB 2252 by Assemblyman Dave Elder (D-Long Beach) would require development of a course in ethics and conflict of interest to be taken by state legislators.

Campaign Contributions: AB 2138 by Assemblyman Tom Bates (D-Oakland) would limit the amount of money political action committees can give to legislative and statewide candidates and establish partial public financing of campaigns.

Senate Bills Introduced:

Tippler’s Tax: SB 1415 by Sen. William Campbell (R-Hacienda Heights) would permit counties with a population of more than 4 million, such as Los Angeles, to impose a local tax on alcoholic beverages.

Cigarette Tax: SB 1408 by Sen. Wadie P. Deddeh (D-Chula Vista) would raise the state cigarette tax from 10 cents to 18 cents a pack, with 22% of the increased revenues going for county drug and alcohol rehabilitation programs. It would become effective, however, only if the federal government reduces the cigarette tax by an equal amount.

Early Prisoner Release Warning: SB 1298 by Sen. Edward R. Royce (R-Anaheim) would require local news media to be notified of the early release of a state prison inmate into their area.

Toxic Waste Dump Site Cleanup: SB 1376 by Sen. Becky Morgan (R-Los Altos Hills) would authorize a $200-million bond issue to help clean up toxic waste dump sites. She introduced the measure at the request of the governor.

Library Construction: SB 1220 by Sen. Barry Keene (D-Benicia) would authorize a $300-million bond issue for library construction.
