Energy Secretary John S. Herrington, in his first meeting with reporters since being sworn in last month, said he has “a totally open mind” on proposals that his department be abolished. Herrington, a former White House personnel aide with limited experience in energy policy, said he and Secretary of the Interior Donald P. Hodel--his predecessor at the Energy Department--would comply with President Reagan’s request to discuss the suggested reorganization of their two departments.
