Seeking to remove uncertainty that might cloud investors’ decisions, House Ways and Means Committee Chairman Dan Rostenkowski (D-Ill.) and Senate Finance Committee Chairman Bob Packwood (R-Ore.), said Friday that no new tax provision would take effect retroactively.
