House OKs Rotation of Helsinki Review Post

The House voted Tuesday to rotate chairmanship of the congressional Commission for Security and Cooperation in Europe between the House and the Senate every two years.

The commission was formed in 1976 to monitor compliance with the Helsinki Final Act, signed by the United States, the Soviet Union and 34 other nations in 1975. A focus of the Helsinki agreement has been its human rights provisions.

The bill, approved by unanimous voice vote, would rotate the chairmanship every two years, with the Senate making the next appointment on April 15 or upon enactment of the bill, whichever is later. The bill has been approved by the Senate and now requires President Reagan’s signature.
