U.N. Appeal Issued for Beirut Captives

U.N. Secretary General Javier Perez de Cuellar appealed on humanitarian grounds Tuesday for the release of foreigners kidnaped in Beirut, including Associated Press bureau chief Terry A. Anderson.

Four foreigners have been abducted in the last six days--a Dutch priest, Anderson and two Britons. In addition, four Americans seized in the last year are still missing.

A statement issued on behalf of Perez de Cuellar “reiterated his belief that journalists who are not party to the conflict on which they report should not be held responsible for the events which it is their duty to observe. . . . The secretary general feels strongly that the safety of journalists, who accomplish their missions under often difficult and trying circumstances, must be ensured by all concerned.”
