Robert A. Hess has been promoted to president of Professional Management of California, a subsidiary of El Toro-based Professional Community Management Inc., and to vice president/treasurer of the company’s international subsidiary, Professional Community Management International Inc.

Hess, who previously served as PCM’s vice president of operations, joined the company in 1983 and also served as controller. Before that, he was an independent financial consultant for seven years and served as data-processing manager for Signal Landmark Properties Inc. of Irvine for six years.

PCM manages about 75,000 residential units in home owner associations in four states; it is a subsidiary of Johnstown American Cos., a real estate services firm in Atlanta.
