CAIRO — Egypt’s Prime Minister Kamal Hassan Ali flew to Romania on Wednesday to discuss Mideast peace moves with President Nicolae Ceausescu in the wake of Egypt’s failure to persuade the United States to talk directly with the Palestine Liberation Organization.
