Rent increases for Santa Monica landlords who pay all of the gas and electricity costs in their buildings have been recommended by consultant Kenneth Baar, who was hired by the Santa Monica Rent Control Board to study the issue.

The board is scheduled to discuss the recommendation at two meetings, at 7:30 p.m. today at the Santa Monica-Malibu Board of Education, 1723 4th St. and at 7:30 p.m. March 28 in City Hall, 6825 Main St.

If approved by the board, the proposed 1% to 3.1% increases would go to an estimated 700 of the 5,600 rental property owners in the city.
