David J. Herby has been named president and chief executive of Creative Electronics Inc., a two-year-old Orange broker of surplus electronic products.

Before joining Creative Electronics, Herby was president of the tape and disk controller manufacturing division of Wespercorp in Irvine.

Creative Electronics was founded in 1983 by Robert Fisher, John Whitacre and Roger Ward Jr. to buy and sell surplus computer parts. Although the company had revenues of $1.6 million in its first year, the founders said they needed leadership from an established executive from the electronics industry to keep the firm growing.

Ducommun Electronics Group of Cypress announced the appointments of two new vice presidents. Frank L. Gonzalez has been named group vice president of administration, a newly created position, and C. Christopher Fecher has been named vice president-information services. He will report to Gonzalez.

Bill Frank has been promoted to the newly created position of vice president-storage management engineering at Western Digital Corp. of Irvine.

Thomas E. Ricci has been appointed vice president of LMC Insurance Services Inc., an affiliate of Landmark Mortgage Corp. of Santa Ana.

Robert W. Bein, president and chief executive of the civil engineering and land planning firm of Robert Bein, William Frost & Associates of Newport Beach, is the new president-elect of the California Council of Civil Engineers and Land Surveyors.

Bein recently was named Engineer of the Year by the Orange County chapter of the American Society of Civil Engineers.
