U.S. Issues Rebuke to Iraq

WASHINGTON —
The United States has determined that Iraq violated international law by using chemical weapons to repel Iran’s latest offensive in the Persian Gulf War and called for an end to the practice, the State Department said today.
Department officials said Secretary of State George P. Shultz bluntly put Iraqi Foreign Minister Tarik Aziz on notice that the Administration expects Iraq to stop engaging in chemical warfare.
