El Paso bankers, city officials, representatives of the Small Business Administration and a community organization joined forces to announce a $30-million program to revitalize a depressed border neighborhood. “We’re bringing the barrio to the bank,” said Cruz Chavira of San Antonio, president of Avante International Systems Corp., the firm that designed the comprehensive plan for providing loans for building rehabilitation and business expansion activities to Alameda Avenue, located in the south-central area of the city.
