Apartment Complex Being Built on Fallbrook Site

Work has begun on the $5-million Towne & Country Apartments, called “the largest rental complex built in Fallbrook since 1978” by its developers-Stephen Quinn, Scott Monroe, Larry Sillman and Bruce Wyman. Harper Development & Construction Co. of San Diego is building the 87-unit project.
