Three new airlines made their debut at John Wayne Airport in the first phase of a controversial expansion plan for the Orange County facility that increased daily jet service from 41 flights to 55. Although a new $150-million terminal and related improvements will not be completed until after 1990, permitting expansion to as many as 73 daily flights, airport officials said limits on hourly departures will hold congestion to a minimum. America West, Continental and Jet America are offering a total of seven daily flights to Phoenix, Houston and Chicago. New incentive flights allocated to incumbent carriers who fly new quiet-technology aircraft will mean additional trips to the San Francisco Bay Area, Seattle and Las Vegas.
