Nearly 800,000 gallons of treated wastewater is flowing across a section of the beach here because of a crack in the ocean outfall pipe at the Encina sewage plant. Encina Plant Manager Richard Graff said the one-quarter-inch crack in the 1.5-mile-long pipe will be repaired by Monday. Until then, plant officials are advising beachgoers to stay out of the water 1,000 feet north and south of the pipe, which extends offshore just south of Palomar Airport Road. Encina’s effluent undergoes a high degree of treatment and is being chlorinated for additional protection, but extended contact with the water can cause viral infections, plant officials said.
