Ashton Tate, Culver City, one of the nation’s largest independent software producers, named John C. Merson vice president-marketing. The appointment completes the company’s recent management restructuring, which consolidated U.S. and foreign marketing operations, the company said. Merson held the same post at the Computer Factory, a New York-based computer and software retail chain.

Victor M. G. Chaltiel was named president and chief operating officer of Salick Health Care Inc., Beverly Hills.

Harriet Brown was named vice president-motion picture development for the Larry A. Thompson Organization, Los Angeles.

Ronald J. Smith and Pavittar S. Safir were named executive vice presidents of RFC Intermediaries Inc., a Los Angeles reinsurance intermediary firm.

Richard M. Post has been appointed senior vice president and major loan manager of Gibraltar Savings, Beverly Hills.

CALIFORNIA

Safeway Stores Inc., Oakland, named the following vice presidents: Lee F. Ludwig, real estate division; John W. Mench, facilities engineering division; William L. Morgan, U.S. retail accounting division, and Ronald K. Parmelee, store-level systems division.

California Devices Inc., San Jose, named Douglas Ritchie president and chief executive and Wilmer R. Bottoms chairman. The company manufactures integrated circuits.
