A bill that expands the authority of the embattled state Board of Fabric Care has passed the Senate and been sent to the Assembly. The bill by state Sen. Herschel Rosenthal (D-Los Angeles) is at odds with a legislative attempt by Assemblyman Ross Johnson (R-La Habra) to abolish the board, which licenses and regulates dry cleaners. Rosenthal’s bill would give the board authority to return or dispose of garments left in dry cleaning establishments that go out of business without customers’ being notified.
