San Diego Mayor Roger Hedgecock, awaiting retrial on criminal conspiracy and perjury charges that could force him from office, said prosecutors rejected his offer to resign on condition he be permitted to run again immediately. During two appearances to raise money for his legal bills, Hedgecock said he would have resigned, then immediately run for mayor again. He said his proposal stipulated that if he won election again, the conspiracy and perjury charges would be dropped. The comments were Hedgecock’s first about details of three weeks of plea bargain discussions that concluded last week with Hedgecock announcing the selection of a new defense lawyer to replace Michael Pancer in a retrial scheduled Aug. 22. Hedgecock’s first trial on one count of conspiracy and 12 counts of perjury ended with a hung jury voting 11-1 for conviction on all counts.
