Assembly Floor Action

Judges: Approved and sent to the Senate on a 54-8 vote a bill (AB 434) by Assemblyman Richard Robinson (D-Garden Grove) to prohibit political parties from endorsing or opposing judicial candidates. The bill is in response to a recent state Supreme Court decision that would permit such activity.

Gambling: Defeated, by a 12-57 vote, a bill (AB 489) by Assemblyman Richard E. Floyd (D-Hawthorne) to increase fines for illegal gambling convictions and substitute community service work for jail sentences.

Committee Action: Funerals: The Assembly Finance and Insurance Committee approved a bill (AB 1804) by Assemblyman Louis J. Papan (D-Millbrae) to allow funeral directors more discretion in using funds from prepaid funeral plans. A 10-5 vote sent the bill to the Ways and Means Committee for further consideration. Both Gov. George Deukmejian and former Gov. Edmund G. Brown Jr. have vetoed similar legislation in past years.

Senate Floor Action: Obscenity: Approved and sent to the Assembly on a 31-3 vote a bill (SB 139) by Sen. Wadie P. Deddeh (D-Chula Vista) to broaden the legal definition of obscenity to permit additional prosecution of sellers of pornographic books and movies.

Ballot Measures: Approved and sent to the Assembly on a 25-5 vote a bill (SB 92) by Sen. Bill Lockyer (D-Hayward) to require the Legislature’s nonpartisan fiscal analyst to appoint a five-member committee to ensure that analyses of ballot measures can be easily understood by voters.

Committee Action: Pay Equity: The Senate Appropriations Committee approved a bill (SB 2) by Senate President Pro Tem David A. Roberti (D-Los Angeles) to create a commission on pay equity to look into salary differences between male and female state employees. A 5-2 vote sent the bill to the Senate floor. The governor vetoed a similar measure last year.

Latchkey Children: The same Senate committee also unanimously approved another Roberti bill (SB 303) to appropriate $100 million to set up before- and-after-school programs for children of two working parents. The vote was 7 to 0. An upper house floor vote will not be taken until after passage of the 1985-86 state budget. The governor vetoed a similar bill last year.
