Jerry England has been named vice president of operations for Metropolitan Development Corp., Beverly Hills, a division of First City Properties. Most recently, England served as division president for Carlsberg Construction Co.

Scott E. Tracy, who joined Coldwell Banker in the corporate finance department in 1977, has been promoted to vice president and director of planning for Coldwell Banker Real Estate Group.

James S. Sterling, a vice president of Welton Becket Associates, Santa Monica, and director of business development for the firm, has been promoted to senior vice president.

Beverly Lynn Mount, a former manager of administration and corporate secretary with Western Gear Corp., has been appointed vice president of Genstar Mortgage.

James Gillette has been promoted to senior vice president of finance for Traweek Investment Co., Marina del Rey.

C. Jay Allen has been appointed vice president of engineering for Saffell & McAdam Inc., an Irvine-based contractor. He joined the firm from Samsung Construction Co., a general contractor based in Seoul, Korea.

Rodney R. Myers has been named construction manager for EastLake Development Co.’s Eastlake, 3,073-acre community in Chula Vista.

Bernadine Chwalek, formerly with Citicorp Person-to-Person Inc., has joined American Diversified Savings Bank, an affiliate of American Diversified, as corporate attorney.

C. Richard Hansen Jr., previously chief executive officer of Butterfield Securities, was named president of De Anza Securities Inc., the marketing subsidiary of De Anza Corp., Beverly Hills.

Robert E. Morgan has assumed the duties of general manager of Coldwell Banker Real Estate Finance Services, Los Angeles. David Shuirman, an investment specialist in the South Bay office of Coldwell Banker Commercial Real Estate Services, has been awarded the full designated status of Certified Commercial-Investment Member by the Realtors National Marketing Institute.

Richard Rotwein, formerly with Price Waterhouse in San Diego, has joined McKellar Development of La Jolla as assistant controller. Joan LoMonico has joined the firm as sales administrator, and Judy Wiggins is the new administrative manager of the five departments that recently relocated to the firm’s Governor Plaza office building in San Diego.

Les Levitan has joined George Smith Financial Services as associate director of loan originations. He was associated with Decisionix Inc. and the University Computing Co. Robert E. Sunness, a former vice president of the National Bank of North America in New York, has been named the firm’s senior director of institutional placements.

Sunrise Co., Palm Desert, has recently promoted four department managers to vice presidency. Kenneth Leventhal & Co. has announced the admission of new partners to the firm, who include Joseph M. Knott and Traude Valachi, Los Angeles office, and Kenneth H. Townsend, Newport Beach office.

F. William Whyte and Dian Potter have been named associate vice presidents at Westside Commercial Group.
