Two more New York City police officers were arraigned on charges of torturing drug suspects with a stun gun, and the entire 18-man top command of a city precinct was transferred in a growing brutality scandal. Gov. Mario M. Cuomo ordered a state investigation of the incidents, saying something was “terribly wrong.” Four officers have been charged with brutality in the Queens precinct and have been suspended without pay. The scandal grew from allegations by three drug suspects that officers had coerced their confessions.
