J. Peter Grace, a millionaire business executive who heads a presidential cost-cutting commission, is sponsoring a $2-million advertising campaign to pressure Congress into passing the $424 billion in federal budget cuts that his panel has been proposing for the last two years. Most of the money will be spent developing and publishing half-page newspaper ads urging people to write their representatives in Congress, a Grace spokesman said in Washington.
