In a sometimes heated exchange with members of the Senate Foreign Relations Committee, Chester A. Crocker, assistant secretary of state for African affairs, defended Administration policy on South Africa. At one point, he said that Americans protesting South Africa’s apartheid racial policies are enjoying “the moral equivalent of a free lunch.” Sen. Richard G. Lugar (R-Ind.), the committee’s chairman, reminded Crocker that the panel voted 16 to 1 last month in favor of a bill calling for mandatory economic sanctions against South Africa unless President Reagan can certify that progress is made toward ending apartheid.
