A new bill to give the Nicaraguan rebels $14 million in non-military assistance was introduced in the House today and Speaker Thomas P. (Tip) O’Neill Jr. said President Reagan may be able to reverse his recent defeat on aid for the contras.

“My position hasn’t changed. I’m against all aid to the contras, “ O’Neill told reporters. The new bill, by Rep. Dave McCurdy (D-Okla.), would provide $14 million in food, clothing and medical aid to the rebels and is similar to a Republican proposal that lost by two votes on April 24.
