Chancellor Helmut Kohl’s Christian Democrats are hoping that the “Bitburg factor” will help them win an upset today when voters go to the polls in North Rhine-Westphalia, West Germany’s most populous state. The Social Democrats have been in power in the state for 19 years and Gov. Johannes Rau had seemed assured of defeating Christian Democrat Bernhard Worms. However, Kohl’s visit to a German military cemetery with President Reagan, seen as a symbol of reconciliation, has raised German support for the chancellor’s Christian Democrats.
