The state Little Hoover Commission endorsed Gov. George Deukmejian’s initiative to deal with California’s toxic waste problems but suggested that the effort be more directly controlled by the governor’s office. The commission, an advisory group created to promote efficiency in state government, said the proposed Department of Waste Management should be elevated to cabinet-level status rather than be placed within the Department of Health Services as Deukmejian had proposed. Health and Welfare Secretary David Swoap said he has no objection to the change, adding that Deukmejian will consider the recommendation and six others put forward by the commission before submitting a final plan to the Legislature.
