A four-foot-tall bag full of secret naval documents, including instructions on launching a guided missile, was found in a puddle outside a London subway station, the Defense Ministry said today.

Three teen-agers found the gray bag outside Warren Street subway station Tuesday night and gave it to Britain’s Press Assn. news agency but refused to give their names.

The discovery came less than two weeks after the Defense Ministry announced an inquiry into how classified NATO documents were left on a garbage heap in East London.

London’s Standard newspaper said one sheaf of documents apparently contained instructions for operating weapons. Another letter, headed with the name of a senior naval officer, discussed security problems at military installations.
