Sen. Gary Hart (D-Colo.) said that black Americans face a time of “exceptional peril” as the Reagan Administration seeks to reverse two decades of progress in the area of civil rights. “The truth is, we now have national leaders who opposed civil rights in the ‘60s and who oppose it today,” Hart said in a speech at commencement ceremonies at Talladega College in Talladega, Ala.
