Islamic Jihad rejected an offer by Kuwait to free 17 prisoners in exchange for the release of four Americans kidnaped in Lebanon, the New York Times reported. The terrorist group reportedly made the offer over the last two months in contacts with Iran through unidentified Arab mediators, according to Arab diplomats in Beirut. Kuwait reportedly insisted that the exchange could proceed only if the group promised not to engage in terrorist acts against it and that Iran guarantee the commitment.
