‘Quibbling in the Face of Crisis’

Your editorial and the article (Editorial Pages, May 16), “Foreign Aid Shifts From Development to Security,” both pointed out that our Administration is greatly increasing foreign aid. This aid is mostly for arming those countries that are strategically important to the United States. If Congress concurs in the President’s 1986 budget request, such security (military) assistance will have risen by more than 100% since 1981.
In contrast development assistance, Food for Peace and this country’s contribution to international banks and agencies, has risen only 22% in the same time.
We may be shortsighted in putting our trust in weapons rather than working to prevent economic failure and the consequent disruptions that become political.
