A bipartisan group of senators led by Sen. John C. Danforth (R-Mo.) proposed legislation to curb negative radio and television advertising in political campaigns, blaming the tactics for voter apathy and “distorting the electoral process.” The legislation would require broadcasters to provide free time to candidates to respond to certain types of negative campaign ads. Danforth, chairman of the Senate Commerce Committee, has scheduled hearings on the bill for next month.
